Resolução comentada
A frase está no present perfect, formado por have/has + particípio passado do verbo principal. Para passar esse tempo para a forma interrogativa, basta inverter a ordem: o auxiliar vem antes do sujeito. Não é preciso usar do/does.
- Sujeito: the cost of living. O núcleo é cost, que é singular, e living é apenas complemento. Por isso o auxiliar é has, a forma de terceira pessoa do singular, e não have.
- Auxiliar na frente do sujeito: Has the cost of living...
- O verbo principal permanece no particípio passado: doubled, e não double. Sem o -ed, o present perfect ficaria incorreto.
- O restante da frase não muda: in relative terms over recent years?
Resultado: Has the cost of living doubled in relative terms over recent years?
Alternativa B.
Por que as outras alternativas estão erradas
- AUsa o auxiliar correto (has), mas deixa o verbo principal no infinitivo (double) em vez do particípio (doubled).
- CErra duas vezes: usa have com sujeito singular e mantém double no infinitivo.
- DUsa o particípio correto (doubled), mas o auxiliar have não concorda com o sujeito singular the cost.
Assunto: Tempos verbais e verbos modais.
